Once you have the permit, you can schedule the flights, which are frequently more expensive than flights to other parts of China. Keep in mind that everything, including meals, costs more in Tibet than in other parts of China. It's also important to keep in mind that the city listed on the permission must be the same one where you enter Tibet as per the Tibet Travel Advice China. If your permission specifies that you will enter Tibet from Lhasa, you cannot enter from, say, Shigatze.
